A Message From
Culpeper is more than a crossroads in history, it’s our home. I’m running for re-election for Culpeper Town Council because I believe in preserving the character that makes this town special, preparing wisely for our future, and protecting our Constitutional freedoms.
Culpeper is a community of people who care deeply about our history and where we’re headed. For more than 20 years, my wife Vanessa and I have called Culpeper our home. We raised our family here, built lifelong friendships here, and have grown deep roots in a town defined by faith, service, and a strong sense of community.

I first ran for Town Council in 2021, to help preserve what makes Culpeper special at a time when division threatened to overshadow local progress. Since then, I’ve had the privilege of serving our town with transparency, accountability, and a steady hand. I’ve listened, I’ve learned, and I’ve worked hard to ensure that Culpeper’s government reflects the values of its people. Now, I’m running for re-election to build on that mission: to preserve our town’s unique character, to plan wisely for our tomorrow, and to protect the freedoms that make Culpeper – and America – worth fighting for.
Our Shared Mission
I believe leadership begins with listening. Throughout my first term on Culpeper Town Council, I’ve worked to keep citizens informed and engaged - by opening conversations on important council decisions and advocating for transparency in how we steward our town’s resources. As I seek re-election, my mission for the next four years is simple: keep Culpeper a place where families thrive, businesses grow, and citizens feel proud to call home.
That mission is built on three distinct commitments.

Preserve
First, to preserve the small-town charm that brings visitors here and keeps generations rooted here. I will support our historic downtown character, promote thoughtful residential and business growth, and expand parks and green spaces that improve our daily life.

Plan
Second, to plan carefully for our future. Growth is inevitable – families and entrepreneurs are drawn here - and how we prepare now will determine whether this growth will strengthen or strain our community. I will continue to push for smart, scalable infrastructure, support our local businesses across town, and plan and execute a financial plan that decreases town debt and increases our economic resilience.

Protect
Finally, I remain committed to protect our constitutional freedoms and keep government responsive and accountable to the people. I will stand against unnecessary regulations, keep taxes low, and ensure that every citizen has a voice in decisions that affect our town’s future.


Meet Joe Short
Joe Short isn’t a career politician - he is a U.S. Army veteran, an engineering professional in the aerospace and national defense sector, a husband, a dad, and a neighbor. His service to Culpeper began with coaching his children’s sports teams, leading youth scouting organizations, guiding non-profits and then engaging as a concerned citizen who wanted to see decisiveness and more common sense in local government.

I will continue to safeguard our rural identity, protect our historic neighborhoods, and encourage thoughtful growth that respects our values and fits our community.
PLAN A strong Culpeper is one that doesn’t simply react – it wisely invests and prepares for its future. I will keep pushing for smart investments that modernize our infrastructure, reduce our town’s reliance on debt, and builds an environment for families and businesses to grow. Strategic planning today prevents costly consequences tomorrow.
PROTECT Government should serve the people and defend our liberty. I will stand firmly against unnecessary regulations and tax increases, champion transparent decision making and citizen-led governance, and make sure the voices of Culpeper’s citizens are at the center of every decision.
